Can anyone tell me what is meant by cell padding?

What are the effects of padding on congesion?

Hi,

Cell padding is used to create placement resources near clocked flip-flop cell types.

Cell padding is mostly used to generate routing resource around cells. If cells are not placed too dense then it is easier to route them.
