I am not sure if there is a generic license out there. Because as I understood, the license file is configured based on your host ID that depends on one of your NICs. You can invoke the license wizard from Start->Programs->ModelSim SE 6.3x->Licensing Wizard. If that fails, you can just execute C:\Modeltech_6.3x\win32\wizard.exe directly.
For this, I hope you may have already gotten a license file specific to your computer configuration via email (or some other means). Simply store this file in some place where you may not delete!
When you are ready to set up a license, run the wizard mentioned above. Select "Install a new license" and then on the next screen, specify the license file you obtained. After this point, it will verify the validity of your license file, and all tests should have passed. If that's the case you are all set!
Give this a try, and let us know where you are having difficulty. I understand the license registration/wizard did not pop up at the end of the installation, but try the step mentioned above and see if you can invoke it manually.

-To download and install ModelSim PE Student Edition, you must complete all three of the following steps.
-You must be connected to the Internet for the entire download, installation and license request processes.
-Set Firefox 2.0 as your browser default before running the installation, or the license request page may not load correctly and you will not receive the license file.
