How does reduced voltage swing improve propogation delays in a MOSFET?

It is a device which is restricted by rate of change of output voltage so reducing the voltage swing will increase its speed.......

propagation of MOS depends on load cap, equivalent resistances of P and N MOS

and equivalent resistances depends on VDD and VDSat.......Right?

so if voltage swing reduces rise time, fall time, tpHL, tpLH decreases result into improve propagation delays of MOS and Increase in speed
