voltage sign obtaining (problem with lm358)

I need to obtain voltage sign as input to the control section. I have implemented a circuit every things works well except the LM 358!
I use a LM 358 as a voltage comparator in designed circuit. it has about 700us delay! which seems weird and unwanted! I looked at the datasheet; this delay is not seems natural. what's the probable problem. how can I solve this problem?

700 us isn't possible in a correct circuit. Largest delay will be generated by output slew-rate of 0.5 v/µs.
