Voice Commands Via PC/rs232 to IR transmitter

I am a final year student working on my final year project which is "Smart Home"
I have already built a transmitter (Remote Controller) & receiver circuits using AVR (ATmega8) that controls a light bulb (on/off/light intensity)

What i would like to add, is a voice command Capability. Either by using the windows speech recognition or any other software that allows me to send a signal from my laptop to the IR Remote control.

I would be grateful if anyone can give me different/better Ideas, or links to where to start from.
