When I route from Bottom to VCC the via connecting the two has BOTTOM, hole in the ground, VCC, and a little dot connecting to TOP. Why would it even go to top if I'm not routing in it. Also the previous PCB that I am editing has a ton of little dots on the top and bottom where no routing is seen because it either goes from top to vcc or bottom to vcc... Is there a reason for this? Easy to manufacture?
How much PCB design knowledge do you have?
The vias are probably stiching vias for GND copper pour.
You should not need to use blind vias on a 4 layer board!
