VHDL Code for Network on Chip Router

Hello Frnds,
I need to design a router for network on chip, that is noc router does any one code for this,please help me out from where I can start writing code.

Verilog code can be found in this master thesis:
PARAMETERIZABLE NETWORK-ON-CHIP EMULATION FRAMEWORK

(google it)

but I need an complete VHDL code for noc from A to Z without if any link,or site please help !!!
