hi,
Is there any preference whether using vhdl93 or 2008 for FPGAs??
and what is the relationship of this issue to the design tools like ISE ?
I mean how can a designer choose vhdl93 or... in ,for example, ISE ?

I dont think ISE has any support for 2008.
Quartus has limited support for 2008.

So you're basically stuck having to use VHDL 1993 for synthesisable code. Modelsim has full 2008 support however, so 2008 in testbenches is fine.
 
Yeah no support for anything but '93 in ISE and Vivado. Same issue with SV/Verilog support beyond 2001 (at least they support that).
