i want to build very simple and low cost transmitter and reciver that works in 20 meter in radio frequency.(with no IC or very very cheap IC)

over a 20 metre distance I assume (not the 20metre wavelength band) what do you want to use it for ? voice, data, video?

that will determine what suggestions i can offer you :)
if its data, google 433MHz data transmitter/receivers there tons of choices
