Using two solar panels 9v to charge a battery

solar panels 9v

So i have 2 solar panels 9v 1w Polycrystal Solar Panels and just want to setup so that i can charge a 9v battery off these but when i put the mulitmeter up to them i am max getting 7v from them (i am in ireland (very cloudy)).

How do i setup the 2 of them to be regulated so that i get 4.5 out of them both and then add them together so i get 9v? or is this not what i should do?

If you want to use sloar panels efficiently, you need to use buck (step voltage down if it is to high) boost (step voltage up if panels deliver to low voltage) dc-dc converter ..
