io buffer vhdl code

hi

how do we use IO buffer primitives?
as i understand, we instantiate them into the VHDL code.
but, for example for an IBUFDS they have input and output ports too. probably I would conenct the output of that to my logic, but what to do with its input? connect it to the toplevel port? and assign the toplevel ports to package pins in a normal way?
is that specifying the use of specific IO circuits
