USB bluetooth project

Hi,

I'm trying to send data from am ARM M3 based device to a cellphone using a very low cost USB Bluetooth dongle.

I got information that it might be possible to write the bluetooth protocol driver(L2CAP, LMP and so on) in the ARM device(USB host) and control the bluetooth transmission thorugh these drivers.

Can anyone let me know if this is possible? If so does anyone have a reference document as to how to do this?
