Unable 2 PROG dspic30f3011 with ICD2

I have this peculiar problem with this dspic30f3011 .Im used a ICD2 to program dspicf3011 but i get this .
Invalid target device in Mplab

I have attached my schematic to this post ..

should i connect any capacitors to it or anything to be added
any suggestions are welcome

- Check if this device is avaliable at MPLAB version you´re using
- Check if your device have a sufix like 30f3011A
- Check if this device was defined at MPLAB menu : CONFIGURE > SELECT DEVICE

Cable is short?, are the VPP and VDD Correct?

did try changing the ic out still the same
