Type 2 compensator with TL431/Opto

On page 30 of this...
...we see a Type 2 compensator done with TL431/opto.

However, the most commonly seen form of this is seen with C1 being exchanged for an RC series
circuit, call it R2_C1.
Then the pole at the origin changes to 1/[(R1+R2).C1]

And also the zero wz1, changes to 1/[(R1+R2).C1]

And then the transfer function of the opto/TL431 error amp is gotten from multiplying the poles and zeros and the DC gain (G0),
noting that a pole = 1 / (1 + [s/w0] )
and a zero is (1 + [s/w0] )

Do you know why this version of the type 2 Opto/TL431 feedback compensator is not to be found anywhere on the
web?
I mean, the (less often found) version seen on page 30 is scattered profusely over the web.
