It seems OK, as both mcu receive the same message

Is B1 the RX pin on both PICs and B2 the TX pin on the top PIC, if so your design should work. Is the softUART you are using of your design or some example code you found?

Connect the output of the first pic (pin 15) OSC2/CLKOUT (with crystal) to the input of the second pic OSC1/CLKIN (pin 16).
