Transmit video stills from a windturbine

I have a requirement to transmit pictures from a windturbine controller cabinet that is some 350/400 m distant . I have a direct line of sight to the wt which is some 23 m in height and contains the cabinet .Would it be possible to use RF transmission to send these pictures or would gsm be a more reliable method .What equipment would be recommended for either approach.Thanks for any advice offered.
 

Probably, wi-fi would work with some directional antenna with a bit of gain. I've not tried it. It would be a cheap method with a network cam.
But yes, any licensed band RF would work if you compressed the image or low frame rate, but it's more effort than Wi-Fi.
And GSM you're paying for the service charge.
Or probably more fun to use a telescope since it is line of sight : )
