Please suggest me the methods of detecting distance to train and its speed that you have come across.
one obvious is GPS/GSM methods:)

Fading loss makes RF unreliable estimator but beats nothing using ISM band directional coded channels.

Hot box network is most reliable, GPS is more resolution.

Comm protocol best in use is MPT1327 trunking system

Those requirements demand GPS at a minimum and perhaps differential GPS repeaters along the path especially underground.

What's your budget?

My target is to develop other than a GPS system.That's why i'm looking for other possible methods.
Budget should be less than USD200.
 

Unfortunately laws of physics might restrict the feasibility of your project.

you're apparently trying to implement a passive detection system without additional equipment installed in the train. The only reliable methods to achieve this would be optical or microwave radar, limited to line of sight and involving a relative large angle where other moving objects (e.g. cars) will cause erroneous detection.
