TNT decoder H.S : Metronic zapbox easy

decoder tnt

Hi all, my TNT decoder do not run!!!
I verify power supply, but I'm not specialist of switched mode power supply.

In connector I found : 3,4V, 5V, 12V, 32V but in the out 23V (22V) i found 0V!
that all for the moment.

I need help to repair my decoder
I search schematic or all information to help me to repair.
