tiime shifting , scaling properties of a signal

hello... in my signals and systems class, my professor told that while manipulating a signal x(t) for x(at+b) in steps , we should first do time shifting x(t+b) and then do time scaling x(at+b).. but we should not do in reverse i.e x(at) first and then x(at+b)...pls tell me why?? i tried doing an example in reverse and i ended up in a different answer.. please help me overcome this confusion...thanks in advance..
