I believe you didn't read the LM2596 datsheet thoroughly and still less understood the reasoning behind the suggested capacitor and inductor values.
The tables are based on a parameter "maximum input voltage" and "maximum input current". In case of doubt you'll use the largest inductor and capcitor value.
It's always allowed to use a larger inductor or capacitor, achieving lower current or voltage ripple. You pay with larger component size, and higher losses in case of the inductors.
