Sure, you can view the power distribution as a collection of distributed RLC elements, in case low resistance wide wires are used and high-frequency switching of the load current is present (like in moddern ics) the L starts dominating the R and you can approximate the power distro as an LC structure. LC structures are oscillatory in nature, so when stimulus (the switching load) is applied, there is a lot of rining (oscillations). Thats a very high level explanation.
