HOw can I know the design rule and the other parameters of the NCSU CDK?

These two techlib is copy from the NCSU ,which company are these two CDK produce?where can I get the design rule and parameters,like FET's Vthn Vthp,

Vsat,sheet Resistor ?
can everyone show me the link,I can't found it in the mosis web.
