Terminals while doing Floorplanning in ICC2

I want t understand why we create terminal while doing floorplanning. Is it for connecting I\O ports to the first leaf cell connected to the ports? And is there nay specific reason to place terminals on top of I\O?
Also i have read in ICC manual,
Terminals are placed directly on top of and on the same layer as pad cells and bump
cells, and on soft macro pins that are internally connected to an I/O cell pin. This reduces the
RC delay between the primary signal I/O and the I/O cell to zero.

I do not understand how the RC delay between primary signal I\O and I\O cells is zero?
