TEM mode existance in closed inductor logic question

Hello, From the mathematical logic bellow(POZAR BOOK),Why TEM mode cannot exist in a closed conductor?
so what if we have a static potential zero?
why does it mean that TEM mode cannot exist?

If the potential is zero, the power carried by the mode is also zero. A mode, by definition, carries (some complex) power.

Therefore, the mode cannot exist in such a scenario.
