TCP/IP Problem on Connecting to Server

Hi, i got a problem with my TCP IP

i use sim 900

this is my AT command and there is responds :

AT+CPIN
+CPIN: READY
OK

AT+CREG?
+CREG: 0,1
OK

AT+CGATT?
+CGATT: 1
OK

AT+CSTT="TELKOMSEL"
OK

AT+CIICR
OK

AT+CIFSR
39.212.88.84

AT+CIPSTART="TCP","182.15.42.63","9100"
OK
STATE: TCP CLOSED
CONNECT FAIL


may be you can help me, where is my mistake AT command located? i cann't connect my server
