Why do you assume that the "loop" serves a useful purpose?
 

The antenna shape looks like "utopia" as well. Overall it's just a top loaded monopole. The loop doesn't have any other effect than some adding length and some shunt C. A single line would do the same thing, but it seems the layout artist preferred visual symmetry.

A quick EM simulation shows that the loop has some influence on the S11 of the antenna, but only if it is close to the ground plane (as it is in the actual design).
Using estimated dimensions (Visa card), the resonance of the monopole antenna is at about 440MHz.

Which means that the dimensions of the white card in the first view (with chip on it) has much smaller dimensions than a Visa card.
