Hi,

For the the first order switched capacitor low pass filter is it necessary that the cuttoff frequency should be atleast 100 times less than clock frequency for proper operation....

No, there is no fixed limit. For example, also a factor of 60 or 80 may be allowed.
However, eachS/C circuit is not an equivalent, but an approximation of a continuous circuit. Thus, there is an error which is low for high clock frequencies and vice versa.
Thus, the answer depends on the approximation error you allow.
