Suggestion to detect a cover shield !?

Hello,

Not sure if it is the right forum....anyway

I need to check if a block of money bills inside a cabinet is covered by any other material like a sheet or plastic film or if there´s nothing on top of it only the bills. The main idea it to detect someone placed a cover shield over the bill block.

I´m looking for suggestion for sensors, circuits or any technique approach to this matter.

Are your bills new or old? I was thinking along the lines of using a laser/coloured light source shining at the bills at a low angle (30 degrees?) and a photo detector looking at the reflections. So if some one put a sheet of some thing that had markedly different reflectance you could see the difference from the detectors.

They can be both, new or old. What kind of difference I would get from this approch? Signal Amplitude?
