Suggest me a high-end mobile phone platform

Dear EDAers,

I am searching for a mobile phone platform where I can do research on. I want to use a high-end platform (I have budget...) does someone know a good platform that is often used?

I have to use the platform to connect to some other peripherals. so it needs to be open (we must add extra hardware). As software we want to install linux or some small windows version where we can develop on.

Someone has a tip for me?
