What are some step by step procedures to verify if a ROM, RAM, EPLD, SPLD, EPROM, EEPROM
chips are good or bad

Step by step procedure?
READ the chip
SAVE file from the chip
Blank the chip
Write to the chip
Verify the chip

Do I change the universal programmers parameters settings or change the +VCC voltage or marginals?
