Like to at what PVT Static and Dynamic IR analysis should be done and WHY ?
 

one goal of the power analyzis is to see if the power std cell grip is efficient to limited the voltage drop over the design.

because for very low-voltage supply, if the voltage drop is important the timing can be impact also.
