1) I know that once you have a lib file, contents other than the individual cell information is considered tech part of lib file, is that correct ?
2) Any idea finding the technology lib file ... ?
 

These might be the confidential IP of some companies .. Not sure there is some open resources..
 
I have access to our fab models provided to us.. but my problem is rahter finding the specific file or part of the file.... theoretically i know anything other than individial cell definition could be tech file but am not sure if I am right !!! can u please suggest me
 

Liberty files (.lib) contains information about timing and power of a standard cells. Technology information, such as cell geometry, layers and via width, spacing, size, are not includes in Liberty. There are another special library formats that includes tech information needed for Place&Route tools. For example, Cadence Encounter requires LEF files (Library Exchange Format).

.libs have global as well as cell level atributes

Global attributes like
voltage map (0.9 1.2)
PVTs

Cell attributes like
power or signal pin
timing for specified arcs
leakage etc.
