Spartan-3e board - SPI prob

My Spartan-3E board's SPI MISO pin shows voltage of about 0.9~1V when it suppose to show '0', and I cannot detect that logic low in the FPGA. That pin's normal logic high status is about 3.2-3.3v.

the ucf location i defined for the SPI MISO (i name it as SDO) is:

NET "SDO" LOC = "N10" | IOSTANDARD = LVCMOS33 ;


What went wrong? Is there any prob with the pin location i declared? :(
