Spartan 3 PROM Verification problem

Hi,

I am using XC3S400 and XCF02S with connections for JTAG mode(3.3V interface) and Xilinx ISE 10.1. The erasure and programming of PROM happens properly but I get error during verification. If I program the PROM withtout verifying, the program doesn't work. What could be the possible reasons for this? Has anybody else faced this problem?
