SMPS no load output pls help

Hello..everyone.

We have designed an SMPS based on Fairchild PSR-PWM controller FAN103MY.

The application note mentions low standby power of 30mW.
Is it OK if we connect the circuit for prototyping at no load?
There is an output resistor in the circuit of 12K.

All your pin names are messed up. It's obvious that you've got the numbers matched up correctly, but this can be incredibly confusing; you should rename the pin names on your symbol.

Because the chip has a minimum operating frequency, it will continue to deliver energy to the output even when there is no load. This is why you want to keep the 12k resistor there; otherwise, the output will ramp up to an uncontrollably large voltage and something will break. As an alternative, you can use a zener diode to clamp the output voltage.
