SMPS Design- TNY284 TINYswitch- Regulation problem Voltage dips at slightest load

I had designed a power supply using PI expert.I designed the same using the PI expert tool for 5V, 0.8 A configuration.

I have attached the Schematic from PI expert, Eagle Schematic of the same, PCB design.

Only difference in circuit made is the ceramic capacitor attached to BP/M pin is 0.1uf instead of 10uf

I got the output as 5V at No Load condition. with +/-5% variation that falls under stipulation. Which is okay.
The problem is when I loaded it the voltage dips and reduces to 3.7 v and is only being able to be work till
0.145A load after which the system shutdown.

Could anyone suggest me where did I go wrong.
