It does not meet its specs:
Its output does not go to the spec'd regulated 30V at full current but goes to only 25V with lots of ripple.
Without a load, its opamps operate with a supply voltage that is higher than their absolute max allowed voltage.
Its small driver transistor operates at a temperature that is much higher than its max allowed temp.
Its output transistor has a wide range of current gain and many won't work in the circuit when the gain of the transistor is low and the project's current is high.
The power transistor gets too hot if the voltage is set low and the current is high.
The rectifiers and many resistors get too hot.
The power transformer has a max power rating lower than the power it uses in the project.
The reference zener diode operates at a current that is too low.
