simulating of a metamaterial absorber with hfss

I want to design a metallic back-plate metamaterial absorber with size of 300mm*120mm with exactly resonant frequency of 700MHZ.
Can anybody help me for this? plz
 

what is the specific use 700MHZ MTM absorber ?? one of the possible way is to simulate scale up version of proven structure through HFSS or CST.
