Simcom300 GPRS Connectivity problem

Hello members,
I want to send a picture through GPRS and for that I am using Sim300 GSM/GPRS module. I went through other post related to this and got useful information. But when I execute command AT+CSTT, it shows ERROR. No TCP/IP Command works.
I tried it on Scientech GSM evaluation board (C55) but the results are same. I am using airtel and BSNL sim for the purpose.

Some results include:
AT+CSQ
+CSQ: 26,0

OK
AT+CGDCONT=1,"IP","celloneportal"
OK
AT+CSTT="celloneportal"
ERROR

I am not able to go further after AT+CSTT command... Please help
