Hi ,
Is it possible to interface and external circuit of our own to serial port without using any USART or Microcontroller ?

Can't a simple Parallel In serial out shift register be used ?

Yes, you can use paralel in serial out shift register. but request clock generator must same as baud rate
and for UART standart you must have 10 bit shift register, first bit for start bit = high always, 8 bit for data, last bit for stop bit = low always.
