round rod in filter is solid or hollow

hi ,
im designing combline round rod filters for c band but im having doubt that is round rods are solid or hallow ?can tuning be done on the top of the rod or in to the rods also as rods are like tube ............?
is there any change in the design of those solid rods and hollow rods filter design
....any one know this is ?
