rogowski coil ..magnetic or electromagnetic

I am confusing about the operation of rogowski coil
the work principle is proved by faraday and ampare laws that relate with magnetic field
But why application of high frequency rogowski coil refer to radio frequency , it is electromagnetic not magnetic. Please explain me.

Rogowski coil theory is based on pure magnetic law, not electromagnetic.

The dimensions of these radio frequency coils are still small compared to wavelength. In so far they can be analyzed as magnetic sensors.
