ring oscillator designing

hello all...
i am designing a VCO based on maneatis delay cell i.e. differential ring oscillator with symmetric loads in TSMC65n technology..but i have no idea of how to decide upon the W/L ratios of the transistors...
according to what i understood from maneatis paper is that the output voltage swing is not constant and the lower limit of it is the control voltage.....is it correct??
if yes is there any way to make it constant..??
please some one help me in this regard..
