RFID Reader design for 125khz frequency

I want to design a RFID reader with atmega8 microcontroller, for decoding the tag I need to develop C program to decode Manchester decoding, now I want a program which can read the tag data and send it on the COM Port. IF anybody tell me how I can use interrupt pin as a pin change interrupt pin then it will be helpful for me.
 

There's no pin change interrupt with ATmega8, but you can program one of the two external interrupt pins to be sensitive to both edges. See Datasheet, External Interrupts, MCU Control Register MCUR
