RF transmitter 900Mhz and 5W output - design help needed

RF transmitter

I was assigned to built a RF transmitter 900Mhz and 5W output powerI have no idea how to start it

Can i built a PLL that generate 900Mhz and connect to power amplifier then connect to antenna ?( this transmitter does not carry any info coz its use for antenna experiment purpose)
