resource allocation in Cognitive Radio simulation

I'm currently working on a project on resource allocation in cognitive radio networks. I need to simulate the CR system in matlab. How do I model the system which uses OFDM and has say n subcarriers and k users, in order to find the optimal parameters for the given problem statement? Also how do I take into account the various constraints imposed by the CR system?
 

I would like to rephrase the question a bit.
Suppose I have a CRN with say 2 primary users and 4 secondary users alongwith 64 subchannels for spectrum allocation. Now to simulate the system, I randomly assign some subchannels to the primary users, so there exist some free subchannels for use by the secondary users. The CR's job is to assign these subchannels to the secondary users such that there is no interference to the primary users. How do I allocate spectrum to the secondary users, given constraints on the total user power and interference to the primary users?

There are also fixed rate constraints and proportional rate constraints but I'm ignoring them for now.
