replacement for Optocoupler PC817

Hello,

I was helped to create the attached circuit but my pc817 tends to be OFF . Is there any other more stable component I can use in this circuit instead of the pc817. I have input of 3V 20mA (LED) and want to get 3.3V 350mA. (power LED)
