replace sparan 2 with spartan 3

Want to use Xilinx Spartan -3 with speed 5 to replace the old design which used Spartan-2E with speed 7.

Do you think it is possible?

Do you think Spartan-3 with speed 5 is slower than Spartan-2e with speed 7?

Uneder standard circumstance, Spartan3E will faster than Spartan2E.
If you have the ISE, you can try to simulate it first.
