a1700 elster

I am doing a project entitled "The use of remote metering technologies in metering of energy consumption in distribution networks in Uganda". The A1700 elster meters are planning to use use a communication mode called Data Stream Mode Communications. Anybody with technical Information on how this mode occurs please help.
