Relationship between Software Defined Radio and Cognitive Radio??

Dear all,
I am writing a report about implementation of some Algorithms using USRP devices. I am a bit confused of how to write a general introduction about this field.
I have separate materials about Cognitive radio and Software defined RAdios. But for step wise forward moment, Shall I start from Cognitive Radios, move to SDR, to USRPs and then to implementations. or shall I talk about SDR, Cognitive radios and under cognitive discuss about algorithms and their implementation on the USRP devices.

Your suggestion and comments are always appreciated.
